DoT amends UL to increase storage time of CDR, EDR, IPDR

The Department of Telecommunicaitons (DoT) today issued amendments to telecom license agreements for change in time period of storage of call detail record (CDR), exchange detail record (EDR), and IP detail record (IPDR). The Telecom Department exercising its right to modify the conditions of the license as and when it is necessary to do so in public interest or in the interest of the security of the state has amended Unified License (UL), Unified License (Virtual Network Operators), and Unified Access Service (UAS) license agreement among others.

DoT made changes to the time period of storage of CDR/EDR/IPDR in the amended license agreement. Here are the changes:

39.20 The Licensee shall maintain all commercial   records/   Call   Detail Record (CDR)/Exchange Detail Record (EDR)/IP Detail Record (IPDR) with regard to the communications  exchanged on the network. Such records shall be archived for at least one year for scrutiny by the Licensor for security reasons and may be destroyed thereafter unless directed otherwise by the Licensor. Licensor may issue directions /instructions from time to time with respect to CDR/IPDR/EDR.

Such records shall be archived for at least two years for scrutiny by the Licensor for security reasons and may be destroyed thereafter unless directed otherwise by the Licensor. Licensor may issue directions /instructions from time to time with respect to commercial records/ CDR /IPDR /EDR.

INTERNET SERVICE

7. Security Conditions:

7.1 The Licensee shall maintain CDR/IPDR for Internet including Internet Telephony Service for a minimum period of one year.

Parameters of IPDR shall be maintained as per the directions/instructions issued by the Licensor from time to time.

7.2 The Licensee shall maintain log- in/log-out details of all subscribers for services provided such as Internet access, e-mail, Internet Telephony, IPTV etc. These logs shall be maintained for a minimum period of one year.

Part-II, CHAPTER-IX

7. Security Conditions:

7.1 The Licensee shall maintain CDR/IPDR for Internet including Internet Telephony Service for a minimum period of two years.

Parameters of IPDR shall be maintained as per the directions/ instructions issued by the Licensor from time to time.

7.2 The Licensee shall maintain log- in/log-out details of all subscribers for services provided such as Internet access, e-mail, Internet Telephony, IPTV etc. These logs shall be maintained for a minimum period of two years.

The revised security conditions direct the licensee to archive atleast two years of commercial records, call detail record (CDR), exchange detail record (EDR), and IP detail record (IPDR) for scrutiny by the licensor for security reasons whereas the existing security conditions direct the licensee to archive only one year of such records for scrutiny by the licensor.

The revised security conditions further direct licensees to maintain CDR and IPDR for interent including internet telephony service for a minimum period of two years whereas the existing security conditions direct the licensee to do the same for a minimum period of one year only.

Lastly, the Telecom Department’s revised security conditions mandate licensees to main log-in and log-out details of all subscribers for services provided such as interen access, e-mail, internet telephony, IPTV etc for a minimum period of two years whereas earlier the same was only for a minimum period of one year only.

“As per the Condition 5.1 of Chapter-1 of Unified License (UL) Agreement, the Licensor reserves the right to modify at any time the terms and conditions of the License, if in the opinion of the Licensor, it is necessary or expedient to do so in public interest or in the interest of the security of the State or for the proper conduct of the telegraphs,” said DoT in a circular.
