Airtel steady behind Jio, BSNL surges in additions, Vi’s retreat accelerates

Reliance Jio continues to consolidate its commanding presence in India’s mobile telecom sector, registering a substantial net addition of 19.49 lakh (1.949 million) mobile subscribers in August 2025. This latest surge in user numbers has solidified its leadership, raising Jio’s overall subscriber market share to approximately 41.08%. The company’s ongoing expansion underscores not only the strength of its brand and service portfolio but also its aggressive competitive strategies in customer acquisition and retention. Jio’s consistent gains can be attributed to a robust 4G network, the broadening rollout of 5G services, innovative prepaid plans, bundled digital offerings, and sustained rural outreach. These factors have enabled Jio to retain its reputation as India’s most popular digital operator and an engine for ARPU (average revenue per user) growth, even as industry-wide competition in pricing recedes.

While Jio celebrated another month of robust growth, Bharti Airtel also performed solidly, with a net gain of 4.96 lakh mobile users. Airtel’s growth was driven largely by urban and premium segment traction, reflecting targeted efforts in customer upgrades, postpaid conversions, and incremental benefits on 4G and 5G plans. Both Jio and Airtel have capitalized on expanding their 5G footprints in key metros, leveraging the growing demand for faster data and advanced digital services. Their competitive, yet differentiated, offerings and strong brand loyalty place them in a dominant two-player market structure, a trend reinforced over several quarters.

In sharp contrast, Vodafone Idea (Vi) posted another month of subscriber declines, losing 3.09 lakh users in August 2025. This persistent erosion of its subscriber base, a pattern that has continued over multiple quarters, reflects the operator’s ongoing struggle to retain high-value customers and arrest churn to rivals. Vi’s woes stem from a combination of high debt, slow network upgrades, limited 5G visibility, and an inability to match the aggressive pricing and service innovations of competitors. The lack of significant capital infusion and delays in critical spectrum payments have contributed to capacity bottlenecks and uneven service quality, accelerating user migration. As financial challenges mount, investor confidence has wavered, making new fundraising and sustained market competitiveness increasingly difficult for Vi.

Amid the polarization of the market between Jio and Airtel, state-run BSNL registered an unexpectedly strong performance. The operator added 13.85 lakh mobile subscribers in August, leapfrogging Airtel and Vi in terms of net new user additions for the month. While BSNL’s total subscriber base remains significantly below the private sector leaders, its resurgence is attributed to network modernization, government-backed promotional drives, and deeper penetration in rural and semi-urban pockets, where affordability and reach remain critical. BSNL’s pickup in performance signals renewed momentum in public sector telecom, supported by continued policy push for financial revival, access to administrative spectrum, and the rollout of next-generation technology in select zones.

This period of subscriber churn and competitive realignment has broader implications for the Indian telecom industry. As of August 2025, India’s total wireless subscriber base increased by 35.19 lakh, lifting the aggregate mobile user count to nearly 1.17 billion. This growth reflects an expanding digital economy, deepening mobile penetration, and ongoing adoption of 4G and rapidly deploying 5G services. It also underscores the intense competition for both urban upgraders and rural first-time users, with digital entertainment, e-commerce, and mobile payments acting as major adoption drivers. Operators are increasingly offering bundled services, converging data, voice, OTT content, and financial services, further raising the average data usage and overall ARPU. The surge in mobile broadband usage has forced telcos to upgrade network infrastructure aggressively, further incentivizing subscriber upgrades and driving regional expansion, particularly into previously underpenetrated states.

However, beneath these headline figures, the market remains polarized. Jio and Airtel have cemented a two-player dominance, accounting for the majority of net additions and attracting premium users. Their ongoing investments in 5G, digital platforms, and ecosystem partnerships ensure that they remain attractive for both urban and rural demographics. In contrast, Vi’s shrinking base illustrates the perils of inadequate investment and strategic missteps in a capital-intensive sector. Regulatory interventions, such as floor pricing debates and merger/acquisition cues, are closely watched as the government seeks to maintain a minimum three-player market for long-term consumer and market health.

BSNL’s resurgence injects a degree of competitive uncertainty; its public sector status, spectrum access, and upcoming 4G/5G rollout could see it emerge as an effective challenger at the value end of the market. Strong government backing and a renewed focus on operational efficiency may allow BSNL to capitalize on gaps, especially in areas underserved by private operators.

Meanwhile, the telecom industry continues to face structural challenges. Maintaining profitability amid heavy spectrum dues, ongoing CapEx for 5G, rural expansion costs, and regulatory uncertainties remain major hurdles. The need for ongoing tariff rationalization is balanced against keeping services affordable to sustain digital inclusion at the base of the pyramid. Operators are also under pressure to comply with new data privacy norms, invest in cybersecurity, and deliver on national connectivity agendas such as BharatNet.

With India’s mobile market adding nearly one-third of a million new users every month and the total subscriber base nearing 1.2 billion, operators are betting on digital convergence, rural market expansion, and a rapid transition to 5G as the next phase of growth. The market is expected to remain dynamic, with consolidation, partnerships, and ongoing technological upgrades shaping the competitive landscape for years to come. Jio’s continued lead, Airtel’s premium network strategy, Vi’s ongoing risks, and BSNL’s renewed drive collectively reflect the shifting currents in the world’s second-largest mobile market.

In August 2025, total telephone subscribers stood at 1224.54 million, with wireless at 1178.03 million and wireline at 46.51 million. This brings the overall teledensity to 86.40 percent, with urban at 134.51 percent and rural at 59.31 percent.

The total number of broadband subscribers increased from 984.69 million at the end of July 2025 to 989.58 million at the end of August 2025 with a monthly growth rate of 0.50 percent. RJio had a 50.66 percent market share, Bharti Airtel 31.25 percent, and Vi 12.88 percent.

The number of wireline subscribers decreased from 48.11 million at the end of July 2025 to 46.51 million at the end of August 2025. The net decrease in the wireline subscriber base was -1.61 million with a monthly growth rate of -3.34 percent. Reliance Jio held 30.00 percent, Bharti Airtel 22.72 percent, and Vodafone Idea 1.67 percent of the wireline market in August 2025. BSNL, MTNL and APSFL, the three PSUs access service providers, held 20.53 percent of the wireline market.

The number of wireless subscribers increased from 1171.91 million at the end of July 2025 to 1178.03 million at the end of August 2025, thereby registering a monthly growth rate of 0.52 percent. Reliance Jio held 41.08 percent, Bharti Airtel 33.59 percent, and Vodafone Idea 17.44 percent of the wireline market in August 2025. BSNL, MTNL and APSFL, the three PSUs access service providers, held 7.89 percent of the wireless market.
