TRAI issues EoI for auditors to ensure telecom billing accuracy

The Telecom Regulatory Authority of India (TRAI) has issued an Expression of Interest (EoI) inviting proposals from eligible Indian companies/firms to empanel as auditors. The primary task is to audit the accuracy of metering and billing systems employed by service providers, aligning with the Quality of Service (Code of Practice for Metering and Billing Accuracy) Regulations, 2023.
Applicants meeting technical qualifications outlined in the EoI document will be considered for empanelment. However, TRAI emphasizes that the number of empanelled auditors should not exceed 15. The regulations mandate service providers to appoint an auditor from the panel notified by TRAI every year by March 31.
TRAI has adopted an online proposal submission process through www.eprocure.gov.in. The deadline for proposal submission is December 27, 2023, by 15:00 Hrs, with the opening scheduled for December 28, 2023, at 15:00 Hrs. The Authority will notify any schedule changes on its website and the e-procurement portal.
Emphasizing the importance of correct online submission, TRAI provides guidelines on the e-procurement portal and cautions against incomplete, ambiguous, conditional, or unsigned proposals. Hard copies received by post or in person will not be considered.
TRAI reserves the right to accept or reject proposals without assigning reasons. Applicants are instructed to ensure the authenticity of their downloaded EoI document, with any alterations resulting in rejection. All computer-generated documents must be duly attested/signed by the issuing organization.
Applicants are advised to submit documents preferably in English. In cases where certificates are issued in a language other than English, an English translation, duly attested by the applicant and translator, must be attached.
