DIPA seeks support for telecom connectivity as third COVID-19 wave gets close

T.R. Dua, Director General, Digital Infrastructure Providers Association (DIPA) has written to K. Rajaraman, Secretary, Department of Telecommunications (DoT) seeking urgent support for telecom connectivity in India as the third wave of COVID-19 gets closer:

“In order to contain the spread of the novel coronavirus (COVID -19) besides the other precautionary measures being taken, there is a need for your urgent support/ intervention so as to ensure the availability of telecom connectivity on 24×7 basis to meet urgent/ emergent/ disaster situation.

I request you to kindly advise the relevant authorities/LSAs to support for continued availability of telecom services.

We request for following urgent support:

Unrestricted access/movement for telecom technicians/filed staff for accessing telecom tower sites and operations and maintenance work:
We request DoT to write to all Chief Secretaries to allow telecom technicians / field staff for access to telecom tower sites/operation & maintenance work for attending to faults, routine maintenance, diesel filling etc. as the telecom operations need to be run on 24*7 basis in such emergent situation. Movement passes for telecom technicians/filed staff to be issued on priority.

Availability of diesel for telecom tower sites:
Availability of diesel for running DG sets in case of necessity/ emergency has to be ensured. The Ministry of Petroleum and Natural Gas may be advised to ensure availably of diesel on 24*7 basis and to write to CMDs/MDs of oil companies – BPCL, HPCL, Indian Oil etc. to ensure round the clock availability of diesel so that telecom operations could be run on 24* 7 basis.

Availability of power:
Further, we request DoT to take up with Ministry of Power for advising all Electricity Distribution Companies regarding power availability for telecom tower operations in each state on 24*7 basis and on priority.

Security support from Police and NDRF:
It is requested that DoT to write to MHA / State Chief Secretaries and NDRF for assisting telecom operations in case of any untoward/emergency/sensitive situation to ensure safety as well as security of the telecom personnel and telecom assets.

Sir, the telecom services are pivotal for enablement of several services andapplications, apart from fulfilling the basic function of enabling communication. Therefore, under this situation, it becomes utmost important to ensure the continuity of telecom operations.

DoT being the nodal department, it is requested that the communications to the concerned ministries/ officials/State’s/UT’s may be issued urgently to run telecom operations on continual basis.”
