Monthly Summary for the Cabinet on important events of the Department ofTelecommunications for the month of February, 2023.

Mobile World Congress 2023: DoT delegation led by Shri V L Kantha Rao, Addi. Secretary participated in Mobile World Congress 2023 held during 27 Feb -2 March 2023 in Spain. During the event India was awarded the “Government Leadership Award 2023″ for implementing best practices in telecom policy and regulation.

Bilateral meeting with European Union: A meeting between Indian delegation led by Secretary (Telecom) and European Union delegation led by Mr. Ugo Astuto, Ambassador European Union was held on 8 February, 2023 at Sanchar Bhawan, New Delhi. During the meeting discussions were held to take forward EU-India ICT standardisation cooperation; on the Draft Indian Telecom Bill, and on the creation of Trade and Technical Council in Europe.

Bilateral meeting with Finland: A meeting between Shri Ashwini Vaishnaw, Hon’ble Minister of Communications (MoC), India and Mr. Ville Skinnari, Hon’ble Minister for Development Cooperation and Foreign Trade, Finland was held on 9 February, 2023 at Rail Bhawan, New Delhi. During the meeting discussions were held to promote and strengthen the cooperation between Finland and India in 5G/6G including in logistics and infrastructure, and on 5G rollout. Cooperation between IQM, Finland and C-DAC, India to install a 100 Qubit accelerator was also discussed.

34 ASEAN Digital Senior Officials Meeting with India (34 ADGSOM + India) and 34 ASEAN Digital Ministers’ Meeting with India (34 ADGMIN + India): DoT delegation participated in 34 ADGSOM + India meeting during 6-10 Feb 2023 in Philippines. India presented India-ASEAN Digital work plan 2023 in the meeting. Subsequently, the 3 rd ADGMIN + India meeting was held in virtual mode on 10h February, 2023. The meeting was Chaired by H.E. Ivan John E. Uy from the Philippines and Co-chaired by H.E. Shri Devusinh Chauhan, Minister of state for Communications, India. Representatives from all ASEAN Member States and the ASEAN Secretariat participated in the meeting. ADGMIN + India meeting considered and approved the IndiaASEAN Digital work plan 2023.

Bilateral meeting with US: A bilateral meeting between Indian delegation led by Secretary (Telecom) and US delegation led by Shri Mark Warner, Senator, US was held on 20” Feb, 2023 at Sanchar Bhawan. During the meeting, the Initiative on Critical and Emerging Technologies (CET) dialogue between India and US, collaboration on 5G and 6G, Open Radio Access Network (ORAN), Quantum Communications, Issue of chipset supply from US vendors and PU scheme ofIndia in manufacturing sector were discussed.

Joint Working Group (JWG) meeting with United Kingdom: A meeting between DoT delegation and DSIT (Department of Science Innovation and Technology), UK under the India- UK Strategic Tech Dialogue on telecom track was held on 20 Feb, 2023 in London. During the meeting discussions on Gol current strategic frameworks, tools and funding (including spectrum management, high speed roll out, connectivity), overview of UK strategic frameworks, tools and funding, challenges and opportunities for the next 10- 20 years of partnership, Telecom Security and Resilience, Open RAN/ 5G / 6G / Future Telecom R&D, Telecom Standards, Satellite Connectivity etc. were held.

Commonwealth Telecommunity Organization (CTO) Meeting: DoT delegation participated in the CTO Ministerial Alliance for Digital Nations and 60 CTO Council Meeting held during CTO digital week from 17h Feb, 2023 to 24th Feb, 2023. The delegation made presentation on India’s telecom scenario, telecom connectivity, National Broadband Mission, Bharatnet, 5G rollout and shared about digital public goods (DPGs) of India like AADHAR, UPI etc. and offered India Stack to the CTO members. The delegation also took part in the CTO Council meeting which took stock of the past performance and cleared the strategic plan of the next year.

Bilateral meeting with Germany: A bilateral meeting between India delegation led by Sh. Ashwini Vaishnaw, Hon’ble Minister ofCommunications and German business delegation led by Mr. Udo Phillip, State Secretary Federal Government was held on 25h Feb, 2023 at Rail Bhawan.

Telecom Engineering Centre (TEC): Officers of IoT division and industry members participated in ITU-T SG20 meeting, Geneva, 30 Jan- 10 Feb 2023. loT division TEC submitted six contributions in this meeting. The outcome ofthis meeting incorporating TEC’s recommendations are listed belowi. Work item on loT and JCT Requirements for deployment ofsmart services in rural communities approved as ITU-T standard and will soon be published as ITU-T Recommendation Y .4218 (02/2023).

Indian proposal for Creation of ITU-T SG20 Regional Group for Asia Pacific region approved by ITU-T SG-20. ITU-T SG-20 has also approved DDG(IoT) TEC as Chairman of this regional group.

New work item Requirements, capabilities and architectural frameworks fore-learning in remote classrooms approved by ITU-T SG-20.

Three other contributions in ITU- TSG-20 meeting, Feb 2023 accepted and included with minor modification in the related TD.
