The Department of Telecom will approach the Supreme Court seeking more time to hold spectrum auction. The DoT will tell the apex court that the policy making is all done but more time is required by the auctioneer to set up the online platform. The apex court had set a deadline of August 31 for holding the auction. “It may be stated in the petition that the Government has taken all necessary steps for conduct of auction to fully comply with the Court direction in the most expeditious manner and with utmost urgency. The minimum time required time as indicated by the selected auctioneer has been provide for the actual auction process and all steps involved,” stated an internal DoT note which will be presented to the Empowered Group of Minister on August 7, 2012. The EGoM, headed by Finance Minister P. Chidambaram, will consider the revised time line for the upcoming auction. The DoT is understood to have selected Gurgaon-based Times Internet Ltd. (TIL) as auctioneer to operate spectrum auction process. The Mumbai-based NCDEX spot Exchange and The Bangalore–based Karnataka State Electronics Development Corporation were also in the race for the auctioneer’s job. The rules for the auction have already been decided. The Cabinet last week fixed Rs. 14,000 crore as the reserve price for 5MHz spectrum an India. The Cellular Operators Association of India (COAI) said the Cabinet’s decision will impact tariffs to the tune of 37-49 paise per minute. Further, the total industry debt will rise to anywhere Rs. 3.7-5.4 lakh crore, it said. |
